Gas Pipe Extension Without Prior Approval from City Energy

An extension of gas pipe [A&A works] for gas installation, the LGSW did not submit application of the gas pipe extension work to City Energy Pte Ltd for approval.

  • This is a landed property premise. The LGSW was engaged by the homeowner for installation of kitchen cooker. The LGSW carried out an extension of gas pipe [A&A works] to connect the cooker connection point to the new gas cooker.
  • The LGSW had not made an application for approval of an addition or alteration gas service works to gas retailer City Energy for approval of an addition or alteration gas service works to gas retailer City Energy for approval prior to commencement of the gas pipe extension works. The LGSW was under the wrong impression copper pipe extension of less than a foot and that it is not necessary to make an application to City Energy for the short length.

Regulation 14(3)(a) states:

Replacement of, or addition or alteration to gas installation, etc.

  • 14.-(3) Where the consumer is not a direct access customer, no person shall carry out any addition or alteration to the consumer’s internal pipe unless –
  • (a) He has made an application to the relevant gas retailer for the approval of such addition or alteration.

NOTICE

All A&A works for gas installation regardless of length and size require submission to City Energy Pte Ltd for approval.

Outcome

The result was the turn-on of gas supply to the premise was delayed due to the safety concern, as there was no record to determine whether the works on the new section of the internal gas pipe had been carried out by an LGSW.
