Inappropriate Gas Pipe Repair and Gas Pressure Fluctuations
LGSW was engaged to carry out gas service works for a private residential premises. The LGSW was called in for rectification works after receiving complaints pertaining to fluctuating gas pressure.
The LGSW identified 3 locations of the gas pipe was waterlogged. At one location, the pipe sleeve was cut to expose the polyethylene (PE) pipe. The PE pipe was tapped to determine whether there was presence of water. The tapped hole was later sealed using a nut and sealing compound.
There were two non-compliance:
- A metal nut and sealing compound were used to seal off a hole on the polyethylene pipe after carrying out the gas service work.
- Proper Reinstatement of pipe sleeve was not performed after the gas service works were carried out.
These non-compliances carried out by the LGSW were only discovered arising out of a separate incident due to other repair work. The LGSW claimed that putting a plug or nut into a hole in PE pipe is an acceptable industry practice as there are difficulties to rectify an underground PE pipe.
NOTICE
All LGSW must comply with the existing Code of Practice and best industry, or practice as recommended by the PE pipe supplier or manufacturer to ensure the safety of the gas pipe and well-being of gas consumers.
Outcome
Although it had not resulted in any gas incident, the LGSW assumption of it as an industry practice was incorrect and could have potentially led to a compromise in the safety of the gas pipes.
